Later that year, Ely claims Helmetta Mayor Nancy Martin instructed police to issue tickets to out of town residents going more than five miles an hour over the speed limit, while issuing warnings to Helmetta residents, according to the report.
According to records obtained by nj.com, of the 222 tickets issued by Helmetta Police between December of 2011, when the directive was allegedly handed down, and May of this year, only two were issued to borough residents.
Further investigation shows this policy didn’t begin with that directive.
